Result

The 2013 election was held to fill three of nine IACR Director positions and all four Officer positions and to vote on five proposed amendments to the IACR Bylaws.

In total, 637 ballots were cast (approx. 38.6% of 1649 eligible voters). All people elected are marked bold below. The overall result is:

The candidates for each office below are listed in random order.

President

• Christian Cachin
  I have served the IACR since 1998 as Webmaster, creator of the Cryptology ePrint Archive, member of program committees, conference chair, and Director. IACR should continue to lead research in cryptology, promote scientific work in this exciting field, cautiously reform its publication model, and continue providing services for our community.

Vice-President

• Nigel Smart
  IACR represents a diverse community of scholars and practioners; ranging from mathematics, to theoretical computer science through to electronic engineering. Practioners attending our meetings come from the computer, electronic, finance and other industries. My goal as VP will be to represent this diverse base and ensure each sub-community is valued.

• Martijn Stam
  The IACR is currently going through a period of potentially profound change. If reelected as Secretary, I will champion a transparent process with open discussion among the membership. Furthermore, my past experience will contribute towards a stable and effective Board.

Director

• Andrew Clark
  I have served the IACR since 1990, including as President (retiring in 2007). I understand IACR and have helped steer it through many changes. Our continued growth must be handled carefully. I have a proven track record and experience, a forward thinking approach and am committed to the Association's objectives.

• David Pointcheval
  As a regular member of IACR since 1994, I am aware of the importance of this association for promoting cryptography at the international level. I thus intend to work hard towards sustaining the high quality of IACR events and making them more accessible to researchers and students of all nationalities.

• Christof Paar
  I have been working in applied cryptography since 1995. In the last 15 years we went from two conferences to 10+. I believe we can truly advance our field by interdisciplinary research, especially combining theory and applications. I would like to continue to encourage collaboration across our sub-disciplines.

• Bart Preneel
  I have served the IACR since 1997 as director, vice-president and president. I would like to contribute my experience to further develop the IACR, with as key points maintaining scientific quality, open availability of scientific results, supporting students and exploring how our publications and events can be gradually improved.

• Moti Yung
  After 30 years of services/ contributions within and outside IACR (but, shying away from the board), I feel there is a need for my perspective on the board, to preserve the great past achievements, and to assure that growth, greatness, and members' interests are preserved when facing new upcoming challenges.

• Xuejia Lai
  Being a member of the IACR for 26 years, I have been student, author, reviewer, PC member, PC Chair, General Chair in conferences across different continents. To make better contribution and service to our society, I am running for the position of Director.

  With experience in industrial and academic research, and in mentoring students and young researchers on two sides of the Atlantic, I believe I have solid perspective of the needs of our community - with its spectrum of cultures and interests. Incumbant Officers and Directors with Expiring Terms

The Board proposes to change the IACR Bylaws through five amendments. See here for the bylaws text with all proposed changes marked.

For each proposed amendment below, select "Yes" or "No" or leave blank to abstain.

Amendment 1 - Addition of Senior Category of IACR Membership

• Individuals who have reached age 65 and have been IACR members for at least 20 (not necessarily consecutive) years may apply to become permanent senior members with no membership dues.

Amendment 2 - Substituting Electronic Journal Access for Paper Delivery

• Membership includes electronic access to the Journal of Cryptology rather than paper. Print subscriptions remain available at extra cost.

Amendment 3 - Shortening IACR Election Period

• Future IACR elections will open on October 15 instead of October 1. This shortens the period of balloting from 1.5 months to 1 month allowing more time to prepare elections. The longer period was designed to accommodate transmission of paper ballots by post which is no longer necessary.

Amendment 4 - Non-voting Appointees to Board of Directors

• The IACR Board of Directors may appoint additional non-voting members at its discretion.

Amendment 5 - Replacing Newsletter Editor with Communications Secretary

• The Newsletter Editor title and functions have become obsolete and are replaced by a Communications Secretary who manages the IACR website.
